Description
The Historical Soil Data Capture Payments Program (the Program) will provide payments to Data Owners in exchange for sharing access and use rights to their soil data to contribute to a national, publicly accessible soil data repository. The Program requires multiple Data Brokers to be members of the panel. Data Brokers will engage with participants (Data Owners) to provide all the listed services, including through putting in place commercial arrangements with business partners as needed.
The objectives of the procurement are to:
- Establish a panel of Data Brokers to supply a suite of services to the Australian Government to gain access to privately owned soil data, increasing the amount of soil data available for use by the Commonwealth and the wider public;
- Enable the acquisition and transformation of soil data to address information gaps, including by location, depth, soil properties, age, or quality of datasets; and
- Enable refinement of the Program over successive tranches over 18 months. This includes allowing for additional Panel members to be added prior to the commencement of future tranches and the inclusion of soil package measures, lessons and products.
