Individualised Funding and Support Services

The Mental Health Commission is seeking to contract organisations to provide Individualised Funding and Support services for the Individualised Community Living Strategy.

The Individualised Community Living Strategy (ICLS) was established in 2011 as one of the key initiatives the Mental Health Commission (MHC) identified to implement individualised support and funding as a contemporary approach for improving the appropriateness, accessibility and responsiveness, of mental health service delivery in Western Australia. ICLS is an innovative and collaborative partnership approach between the Department of Health (DoH),Non-Government Organisations (NGOs), Community Housing Organisations and the Department of Housing to provide clinical and psychosocial supports and services, in addition to appropriate housing for individuals to maximise their success in recovery and living in the community. Individual packages of support exclusive of housing are also provided to individuals who already have appropriate housing but require additional support to live successfully in community.

Service agreements resulting from this future procurement will require NGO’s to determine individual needs through the development and implementation of individual plans developed in partnership with the individual, family/carers, treating clinical team and any other key stakeholders.

These will be person centred, holistic with a strong focus on enhancing social inclusion, recovery and the capacity for people to achieve their desired goals and live in their community. Plans will incorporate elements of both formal and informal support and should not be limited to what a specific service can provide. Individual plans will be required to be reviewed with involvement of all key stakeholders at a minimum of every 12 months; however this should be based upon the circumstances of each individual and may require more regular reviews.
