The Centre of Policy Studies at Victoria University to provide: assistance to NSW treasury to calculate the marginal excess and average excess burden of NSW taxes and Federal taxes modelling results for the economic benefits of two efficiency-enhancing revenue neutral tax reforms. These case studies are replacing the existing Emergency Services Levy and Commercial Transfer Duty with a broad-based land tax, Modelling will include measuring the marginal excess burden of the new land tax. modelling the economic benefits of a NSW tax mix that is more reliant on GST revenue. This considers how excess burden changes with when revenue as a percent of Gross State Product (size of government) increases ('MEB Schedule').
