Description

Queensland Rail invites offers for the Toowoomba Range Slope Stabilisation project. A condensed project specification is attached for information only.

Tenderers who wish to download all documents and are interested in submitting a response please follow the below instructions:

  1. Tenderers are to email the nominated Contact Officer ([email hidden]) to register to access the tender documents and online response form in the SAP Ariba eSourcing system.
  2. If the Tenderer elects to submit a Tender response, they must do so by using Queensland Rail’s online tendering tool (SAP Ariba eSourcing).
  3. Tenderers are encouraged to carefully read all documentation available for download in the SAP Ariba eSourcing System.

Queensland Rail will only accept tender responses submitted via the SAP Ariba eSourcing System.

For this Tender (QRP-18-219), Queensland Rail will upload a condensed project specification for information only onto QTenders for all QTenders registered companies to download. From there the Tenderer will need to determine if they would like to proceed to access this tender in the SAP Ariba eSourcing System. Queensland Rail will provide access to this sourcing event in the SAP Ariba eSourcing System when the tender documents are available to download.

Contractor Safety and Environment Prequalification

With a view to effectively manage rail safety in accordance with the Workplace Health and Safety Act 2011 and Rail Safety National Law (Queensland) Act 2017, Queensland Rail has developed the Contractor Safety and Environment Management (CSEM) Program:

  1. Depending on the scope of works and the location of the works, contractors are required to complete and submit the relevant Safety and Environment Pre-qualification questionnaires (including supporting evidence) for review and evaluation.
  2. Contractors who pass the pre-qualification process are added to Queensland Rail’s “Pre-Qualified Safety and Environment Contractor Register” and are eligible to tender for other works, provided these works are within the same category under which they have been pre-qualified.
  3. The validity of the pre-qualification is two (2) years and may be extended under certain conditions.

Tenderers for the Toowoomba Range Slope Stabilisation project and subsequent tenders are required to comply with this new process. For further information on the CSEM Program, refer to the webpage below :

The Toowoomba Range Slope Stabilisation project has been classified as Category 1.

Category 1: Principal Contractor: External construction companies engaged by QR as a Principal Contractor for a construction project; being a project that involves construction work where the cost of the construction work is $250,000 or more. Contractors that prequalify for Category 1, being the highest category, are also eligible for projects within categories 2 and 3.

To be eligible to undertake the works, Tenderers will be required to respond to a set of mandatory and non-mandatory questions listed within spreadsheet “MD-18-400 – Contractor Safety & Environment Pre-Qualification Questionnaire: Category 1”. Refer to the weblink for the spreadsheet:

Tenderers are required to prequalify prior to the closing date and time of the Tender. Please complete the prequalification questionnaire and return it and supporting documentation to [email hidden]. Tenderers are to submit their prequalification questionnaire and supporting documents by close of business 5 April 2019 for Queensland Rail to complete their assessment to prior to the closing date and time of the tender.

Compulsory Site Inspection

The Tenderer will be required to attend a compulsory site inspection to ensure that all aspects of the proposed Works are inspected, that all limits/conditions affecting the proposed Works are identified, and that all requirements of the proposed works are clear.
