Provision of advisory and guidance services throughout a Request for Proposals process for the selection of a commercial infrastructure provider.

The Macquarie Point Development Corporation (corporation) sought a highly-experienced infrastructure consultant to provide advisory and guidance services including an options analysis for the development and ongoing operation of integrated infrastructure on the Macquarie Point site by a commercial infrastructure provider.

A request for proposals process will be used to select the commercial infrastructure provider, and the successful consultant will be required to assist the development of the specification, provide a technical assessment of the submissions and assist the corporation through the contract negotiation phase.

The role of the successful consultant is to provide specialist advisory and technical expertise to the corporation to select a commercial infrastructure provider who can develop a commercially viable, integrated infrastructure solution for Macquarie Point. This approach to the development of infrastructure, which includes the potential to develop a t district energy system (DES) for multiple precincts with different owners has never been completed Tasmania. For this reason, it was critical that the corporation had available to it the best advice and guidance possible from a consultant with experience in the design and development of DES for large-scale property projects.
