This is an Open Call for Tenders to conduct the 2013 National Drug Strategy Household Survey fieldwork. The 2013 Survey will be the eleventh in a series that commenced in 1985. It is managed by the Australian Institute of Health and Welfare on behalf of the Department of Health & Ageing. The services required include: advice on methodology, conducting the Survey, provision of a clean, weighted unit record data set, analyses to support presentation of preliminary results and preparation of a technical report.
The Survey is Australia-wide and of approimately 25,000 persons aged 12 years and older.
All tenderers are asked to provide information and estimates based on a drop and collect only collection mode including a pre-notification letter advising selected households of the survey, mailed out using a geo-coded national address file which can be purchased.
Another data collection strategy which is under serious consideration is to use a dwelling-based sample but have a mixed-mode collection methodology where respondents could choose to complete the survey using a number of different collection modes made available to them (such as a self-completed paper questionnaire, web-based questionnaire and/or Computer Assisted Telephone Interviewing initiated by respondents). This type of strategy would be expected to help maximise response rates and to also be a relatively cost-effective collection strategy overall. Tenderers are also encouraged to provide information and estimates based on this type of mixed-mode data collection mode.
