Description
The Network Delivery Branch of the PTA is seeking to engage a Signals Project Engineer to review design and construction documents and provide technical input during the design, construction and commissioning stages of the following projects: ? Low Voltage Critical Supplies (LVCS) Project ? Nowergup Depot Railcar Modification Shed Project (NDRMS) ? North Fremantle Pedestrian (Down Main) Crossing Relocation Project. The Panel Member/Contractor will be required to provide Signals Engineering personnel to act as Project Engineer (PE) for the projects listed above. The Signals Project Engineer will review design and construction documents and provide technical input during the design and construction stages to ensure assets comply with Australian and PTA Standards, including the PTA Engineering Management forProjects (EM4P) Procedure and Project Requirements Specifications. The PTA seeks the services of appropriately experienced and qualified personnel to undertake the following Scope of Services: i. Study and understand project documents and relevant Standards, Specifications and applicable Statutory requirements ii. Represent PTA Project Delivery within the Project iii. Review and compile information pertinent to the Project for inclusion in the pre-construction information, identify gaps and recommend relevant design requirements iv. Review the competency of the Supplier's Responsible Engineer (SRE) v. Undertake site inspections for compliance with the design and construction Code of Practice (CoP) vi. Review, assess and comment on the design deliverable matrix vii. Review, assess and comment on design submissions, including design plans, specifications, drawings and other documents at each stage of the design (15%, 85%,100% and IFC design) using Deliverables Review Comment Tracker, as outlined in the PTA Deliverables Review Procedure viii. Review and accept designer responses to comments ix. Review supplier's project plans (Design Management Plan, Engineering Management Plan, Construction Management Plan etc.) x. Attend and contribute to Safety in Design (SiD) workshops xi. Attend and contribute to Interdisciplinary Review (IDR) meetings xii. Review and assess quality assurance documents, including Inspection and Test Plans (ITPs) xiii. Witness inspection and testing by the Contractor, comment and sign off relevant ITPs xiv. Attend site visits and project meetings as required to support the Project's technical and progress requirements xv. Review and comment on design changes (deviations, departures and product approvals) and Field Change Requests (FCR) xvi. Review documentation to support Entry into Service (EIS) in compliance with EM4P xvii. Sign relevant Entry into Service Forms xviii. Review other documents as required to support the Signals scope of works within the Project xix. Review the Contractor's material proposals xx. Review and comment on the Contractor's shop drawings and fabrication details xxi. Review construction methodology and controls in place to prevent impact on existing services and operations xxii. Respond to requests for information (RFIs) as delegated by the Coordinating Project Engineer (CPE) or the Project Manager (PM) xxiii. Undertake ad-hoc compliance checks on the design submissions xxiv. Provide comments and closeout comments on Operation and Maintenance (O&M) Manuals xxv. Undertake defects/non-conformance inspections and compile/review defects lists xxvi. Review and comment on redline mark-up plans and as-constructed drawings xxvii. Review and comment on Manufacturer's Data Report (MDR) documentation xxviii. Assist in defining the engineering controls to support the safety assurance strategy xxix. Lead the Management of Engineering Change (MoEC) process for their area of competence for the Project xxx. Undertake post-construction validation that as-constructed drawings are a true reflection of what is built xxxi. Undertake similar tasks within the Consultant's skillset as directed by the CPE or the PM. xxxii. Liaise with Supplier?s Responsible Engineer and Independent Safety Assessor to prepare Safety Case where required.
