More Trains, More Services (MTMS) Stage 2 - Incentivised Delivery Agreement - North Works Package - IPD-19-8198

More Trains, More Services Stage 2 consists of more than 30 separate rail projects, which delivered on the basis of two geographic works packages, each delivered under a separate Incentivised Delivery Agreement. The North Works Package consisted of the following: Upgrade of Sydney Yard Infrastructure and stabling upgrades of the T4 Line Mortdale Maintenance Centre upgrade Power upgrades Asset Rationalisation, Asset Resilience, Transport Integration and sustainability The scope of works included installation of crossovers, substation and traction supply upgrades, new substations, network power supply upgrades, as well as all signalling, combined services, route, drainage and overhead wiring to support new track infrastructure including Options 1, 2 and 3. Further Projects may be identified and delivered by the Incentivised Delivery Entity (IDE) in accordance with the Incentivied Delivery Agreement (IDA). The Target Outturn Cost (TOC) has since been adjusted due to changes relating to: - exercising of Options 1, 2 and 3- overhead wiring scope- asset rationalisation- crossovers & turnouts- signalling design- Works Brief amendment- signalling works- electrical upgrade works- signalling bungalow relocation- COVID-19-related impacts- civil works- standards/legislation changes- Automatic Train Protection (ATP)- Automatic Selective Door Operation (ASDO) works- Project Management Budget (PMB)- SCADA system upgrades- electromagnetic field (EMF) testing requirements- cost and time impacts arising from Protected Industrial Action- telecommunications requirements- permit-related delays - cancelled possession
