State Emergency Service Municipal Emergency Management Plans Guidelines Development

The project outcomes are focused on establishing municipal emergency management planning guidelines and evaluation tools for Tasmanian councils, against which existing and new emergency plans can be assessed. The aim of the project is to improve the standard and consistency of planning across municipalities. The scope may include but is not limited to: • A thorough literature review will be undertaken to inform the development of an agreed local guideline/framework for the planning, documentation and exercising of local municipal emergency management plans and the development of a standardised instrument for plan evaluation. • Thorough consultation with local government and relevant state agencies will be conducted to inform the development of the guidelines and evaluation instruments. • Planning documentation will be prepared and published that encompasses among other things standardised guidelines, self audit tool and emergency management plan evaluation tools. • Six existing plans will be audited against the agreed framework and evaluation tool(s) by way of six demonstration exercises which will be facilitated for two councils in each region to evaluate their municipal plans with the standardised instrument. These demonstration evaluations will be used to validate the guidelines and will inform any final amendments to the guidelines or evaluation instruments. • Detailed reports will be provided to each council on the performance of their plans against the agreed framework and evaluation instruments. The reports will include recommendations for planning enhancements.
