The economic feasibility of a new freight hub in Kalgoorlie needs to be investigated in more detail before the Government can further consider development.
The purpose of this consultancy is to:
i) Evaluate the need for and provide an understanding of the current and future types of road and rail freight, the quantities and the values that pass through Kalgoorlie and the type, quantity and value that could potentially be diverted through an IMT in Kalgoorlie for transport to other parts of regional Western Australia.
ii) Identify and assess the economic/commercial factors and the operating environment for freight transport and provide guidance on the viability and benefits and costs of a new IMT at Kalgoorlie.
iii) Provide findings that would provide the basis for further consideration of the PortLink project by Government and additional funding, if appropriate, to implement more detailed planning for the PortLink concept.
iv) Provide findings that may inform recommendations for State regional and Federal freight transport strategies.
v) Provide data that informs the planning and development of potential new rail/road links from the Kalgoorlie to the ports, population and industry/production areas in the Mid-West, Pilbara and the Yilgarn regions.
The study needs to factor in the possible location, size, design and operating model in order to identify and evaluate all of the costs and benefits of a possible IMT. Therefore, the Contract to undertake the IMT Economic Analysis and a preliminary IMT site selection study is in two separate complimentary parts - Part A and Part B:
