Description

The Department of Health and Health Service Providers (HSPs) store their policies in the centralised location known as Policy Library. The Policy Library also contains workflows, supplementary pages and search functionality. Some business areas store ‘master’ versions of Policy documentation in other systems from a formal Document and Records Management perspective. The WA Policy Library is an essential service including the archive which is used in coronial and legal cases. Our community benefits from good healthcare policy as it assists employees, consumers, and community to have a safe, accountable, consistent and reputable organisation. A contemporary policy library is essential to support excellence in all aspects of WA Health operations. The Policy Library is on an unsupported platform with multiple security vulnerabilities. If this platform was to fail, access to the policies will no longer be available, affecting WA Health service operations. Current version runs on SharePoint version 2010. This version has been out of support since 2021, posing extreme risk. In April 2025, The Western Australia Department of Health engaged an external vendor to review current status and propose a migration solution. This engagement has generated the Content Inventory Report, identified Business Requirements, documented the High-level Technical Architecture Design (including a migration approach), and proposed a Test Strategy including the Test Cases Library. The project is ready to progress to its next Stage, build, migration, validation, transition to support, and Go-Live. The Source System is a SharePoint 2010 site collection hosted at https://healthpoint.hdwa.health.wa.gov.au/policies/. The Target System is a yet-to-be-created instance of the Policy Library hosted within a Site Collection of the SharePoint Online component of WA Health’s existing Microsoft 365 tenant. The URL https://wahealthdept.sharepoint.com/sites/hpo-policies/ has been proposed for the Target System. Objectives The objective of the project is to migrate the Policy Library from HealthPoint intranet (currently on SharePoint 2010) to SharePoint Online Establish a Modern SharePoint site in Microsoft 365Migrate agreed Policy Documents from SharePoint 2010 into SharePoint OnlineMigrate (transform from Classic to modern page) agreed Policy Pages from SharePoint 2010 into SharePoint OnlineProvide users similar capabilities in the Target System as they have with the Source systemRemove all dependencies from the Policy Library on SharePoint on-prem. The documents from the last engagement can be made available upon request. We are open to improvement initiatives for the above solution design and to ensure the target status offers at minimum current functionality. There are improvements identified that we would like to explore and if funding permits to deliver which are not in the solution design, such as policy review reminder workflow, policy archive workflow, PnP Modern search implementation and Redirect solution implementation. Resource required: SharePoint Developer/Consultant Respondents must demonstrate that the specified personnel have the expertise and experience outlined below and provide a Curriculum Vitae for each detailing qualifications, professional or business associations, length of service at the Respondent’s organisation and years of industry experience. All specified personnel will be required to exhibit the following: SharePoint Platform expertise, in SharePoint Online and SharePoint on-prem;Demonstrated skills and experience on migration of SharePoint on-prem to SharePoint Online; (the Respondent must provide the following information: Examples of comparable projects undertaken by the specified personnel, their role and involvement in the project which demonstrates how their proven experience will be relevant to the required service; and Two (2) referees for each of the specified personnel. The referees must be in relation to the project examples supplied above. SharePoint migration tools and techniques Experience with SharePoint Migration Tools for on-prem to SharePoint Online.Vendor to specify the required tooling and ideally procure it (HSS prefers the use of free MS SharePoint Migration Tool, which we believe meets our migration requirements). Ability to map content types, metadata, permissions during migration. Competency with transforming classic pages to modern pages with PnP Page Transformation, proficiency in PowerShell for automation and bulk operations (e.g., exporting/importing site collections, adjusting permissions).Skills in content inventory and analysis, for instance, identifying unused sites, orphaned users, large files and cleaning up legacy workflows and InfoPath forms.Understanding of Microsoft 365 compliance policies, retention, and security. Ability to implement information architecture in SharePoint Online.Knowledge of Active Directory, Azure AD, and identity management for user migration. Familiarity with hybrid configurations if needed.
