WA Residential Battery Scheme - Service Provider for Scheme Administration

The Western Australian Government has announced a residential battery rebate and loan scheme to increase energy storage within the power system across WA and to reduce household power costs, drive WA's clean energy transition, and accelerate the evolution of the market to scale-up aggregation of household energy devices.

The State is seeking to engage a contractor to establish and operate the Scheme. The Contractor is required to have an Australian Credit Licence under the National Consumer Credit Protection Act 2009 (Cth).

The State will provide funds to the Contractor for the offering, delivery and administration of rebates and the origination, servicing and delivery of loans to eligible members of the community. Loans are to be provided to Eligible Participants on a no interest basis for a period of up to 10 years.

The Contractor will be responsible for establishing and managing a list of approved vendors who can supply and install (where relevant) approved battery systems (Approved Vendors) and will also be required to manage payments to Approved Vendors after such batteries are installed. The Contractor will also be responsible for managing interactions with Eligible Participants including rebate processing, loan applications, handling State enquiries and complaints, and managing loan repayments.

The Scheme will commence operation on or before 1 July 2025. Respondents to this request will need to demonstrate capability to deliver a program by this date.
