SOA Preferred Supplier Panel for the provision of supply and delivery of Construction Materials for RoadTek

The Queensland Government is seeking Proposals for the establishment of a Standing Offer Arrangement, Preferred Supplier Panel (PSP) for the provision of supply and delivery of construction materials for RoadTek in the Technical categoryies of Bridges and other Structures; Geotechnical; Intelligent Transport Systems & Electrical; and Traffic Engineering and Road Safety.

This Invitation to Offer aims to appoint Suppliers who hold current TMR registered supplier status and have an approved product(s); or are a supplier of a conforming and/or a suitable product; or has batch approval.

Currently there are seven (7) Standing Offer Arrangements (SOA) due to expire in 2021. These Arrangements were established for RoadTek's use and are for various products which form part of the core of TMR’s mandate to deliver and maintain a reliable transport network across the state. To improve efficiencies for both suppliers and the department, RoadTek would like to establish a new arrangement to encompass the majority of the required construction material products for RoadTek's use. Having an Arrangement in place, allows RoadTek to procure these products under agreed term and conditions and on an "as and when/where required" basis; however, there is no guarantee on the volume of purchases.

RoadTek is interested in a supply distribution network to cover products identified under this arrangement. Distribution within regions would be considered favourably as this potentially decreases lead times and freight costs to our organisation. RoadTek would work with successful Offerors and the supply chain to ensure mutual benefits are achieved. There are nine (9) RoadTek regional areas (Cairns; North Queensland; Mackay; Central Queensland; Wide Bay / Burnett; Downs South West; Sunshine Coast; Brisbane and Gold Coast Regions).

Exclusions:

1. Installation of products
2. Some products under the technical category for Pavements, Materials and Geotechnical are excluded, products associated with this category can be found at Pavements, materials and geotechnical (Department of Transport and Main Roads) (tmr.qld.gov.au).
3. Asphalt, Bitumen, Quarries, Spray seals – Aggregate precoating agents and ready-mix concrete. Registered Suppliers under Construction Materials Testing (CMT) – Laboratory Registration is excluded and is covered under SOA TMR14716. Also excluded in this Invitation to Offer is the Registered Prequalified Asphalt Contractors.
