Schools Energy Audit Program

1. The Department of Finance (the Department) is assisting the Department of Education in undertaking Energy Audits (the Audits) for school facilities.
2. The school facilities include the following, noting that many school regional facilities incorporate both Primary and Secondary Schools:

• Primary Schools (incorporating pre-primary), and
• Secondary Schools (in some regions incorporating K-12 District High Schools).

The Audits will provide the Department with a clear overview of all identified saving opportunities available to all school facilities, with a focus on capturing financial returns from energy savings and reducing environmental impact.

The Department is seeking a suitably qualified Contractor to conduct Energy Audits (the Audits). The Customer anticipates conducting the Audits at sixteen (16) school facilities across the State including Perth Metropolitan and Regional areas.

The Audits are to provide the Customer with a clear overview of all potential saving opportunities available to all school facilities, with a focus on capturing financial returns from energy savings and reducing environmental impact.

The Audits must be as per Level 2 specifications in accordance with AS/NZS 3598.1:2014Energy Audits Part 1: Commercial Buildings and provide a ‘Medium Accuracy’ assessment of each school facility.

These Audits will be completed in two (2) stages described below:

• Stage 1 – Initial School Audits – these Audits will include one (1) Primary School and one (1) Secondary School only (Refer to Schedule 2, Table 1). Stage 1 provides an opportunity for the Customer to establish the quality for Stage 2 Audits.
• Stage 2 – Subsequent School Audits – it is anticipated that these Audits will include fourteen (14) schools with a combination of Primary and Secondary students in each school region (Refer to Schedule 2, Table 1).
