Lower Murray Water (LMW) is seeking to appoint Suppliers under a Deed of Standing Offer to provide environmental and planning approvals services for the Victorian Murray Floodplain Restoration Project
(‘VMFRP’).

The Victorian Murray Floodplain Restoration Project is a $320m program of infrastructure works to improve the environmental watering of high valued floodplains on the Murray River in Victoria.

The nine projects will involve works in areas of high environmental, heritage and community value. The projects will require environmental and planning approval prior to works commencing.

All nine projects have been individually referred under both the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) and the Victorian Environment Effects Act 1978 (EE Act).

Considering the characteristics of the projects, the Ministerial determinations received to date and advice received from the regulators, it is highly likely that all projects will be required to undertake an impact assessment. Under the EPBC Act, all nine projects are likely to be considered a controlled action. Under the EE Act, all nine projects are likely to either require an EES or no EES with conditions (such as the preparation of an Environment Report, a Flora and Fauna Management Plan, an Environmental Management Framework and Construction Environmental Management Plan).

Suppliers must have the capacity and capability to prepare all studies, assessments, reports, permits and secondary consents as required to allow the projects to proceed to construction.

LMW is looking to engage with multiple Suppliers. Once appointed, successful Suppliers will be requested by LMW to provide a proposal for packages of work.

The packaging of work will be determined by LMW. These packages may comprise one or several of the project sites.
