Description
The Department of Education in Training invites offers from suitably qualified organisations to establish a Standing Offer Arrangement (SOA) for the provision of suitable student attendance management systems that, when linked with a message system, will alert parents/carers to the unexplained absences of their child from school.
The SOA will cover the following requirements (see Part B – SOA Details, Schedule 1 – Requirements for full details):
- The provision of an electronic roll marking system which allows schools to provide same-day electronic notification to parents/carers when students are absent without explanation.
- PART A – System is locally installed at the Customer’s site; or
- PART B – System is externally hosted and provided as “Software-as-a-Service”.
- The software is required to (defined further in Part B – SOA Details, Schedule 1 – Requirements, item 1.3):
- Import data to and from DET’s state-wide online school management system, OneSchool.
- Integrate seamlessly with a messaging service for the sending of notifications (which may be by email, text or SMS to landline and may need to be sent to multiple contacts e.g. both parents’ mobile) or produce relevant reports for importing into a separate messaging service.
The SOA will be available to individual Customers (including State, non-state and independent schools) which may place an SOA Order for the software. It is anticipated that this SOA will be accessed predominantly by individual Queensland Schools. Refer to Part B SOA Details Section 2, Item 4 “Customers” for full details.
Note: this SOA has specific requirements for Queensland state schools only, in particular OneSchool import/export requirements. Non-state and independent schools will need to confirm that products meet their respective requirements if utilising the SOA.
It is expected that the SOA will provide the following benefits:
- necessary due-diligence to allow Customers to purchase products with peace of mind;
- price savings e.g. discounts off recommended retail pricing;
- administrative savings through streamlined processes; and
- cost avoidance savings by removing the need for quotation processes to be completed by each school.
The SOA may be established with one (1) or more Suppliers; the number of Suppliers will be determined during the evaluation process. The number of Suppliers engaged under the SOA will be influenced by the number and quality of offers received, expected demand and value for money. The Department may consider entering into an agreement with a single Supplier if significant value for money is demonstrated.
Regional Suppliers are encouraged to respond and may offer for one (1) or more regions or the entire State of Queensland.
