SmartForms Service - Development and Hosting Software as a Service (SaaS)

The Department is seeking a SaaS solution to support the ongoing delivery of the SmartForms Service

The SmartForms Service requires a server based, online forms management and form data delivery application that hosts, delivers and manages the online forms, their metadata, settings and submission data as defined below:

1. Form creation – a mechanism for agencies to create and publish forms online.
2. Form hosting – a mechanism for agencies to store forms online and provide capabilities for form owners to edit, update and version control forms, configure forms delivery and submission processing.
3. Form delivery - rendering of forms in HTML/HTML5 formats for desktop and mobile devices from within business.gov.au or other government websites, allowing form data pre-population, digital signature, offline and online save and submission.
4. Form lifecycle – extract and send user input data to agency systems (including attachments) via the Internet. As a minimum requirement data transfer must support XML data or XML file. Manage pre-fill, partly filled forms through saving and storage capabilities, attachments, hosted payment gateways and confirmation for submission. Keep required logs and records about submissions.
5. Process management, monitoring and audit –provide an interface for administrators, form owners and service support to track submission records and manage and monitor all activity across the system, including an audit trail that provides documentary evidence to ensure end-to-end traceability of events, submissions and transactions.
6. User accounts management – administer and manage client agency accounts. Provide an interface for system administrators, form owners and help desk operators to create, update, and delete accounts according to their level of permissions.
7. Form design and development – provide a software application for client agencies to design and build forms online.
8. Analytics – provide an analytics capability to evaluate and report on forms activity globally, for individual client agencies or a range of client agencies, including statistical reports about form usage and submissions.
