Short Description
Tenders are invited from suitably qualified entities to undertake the role of Integrated Design Services Consultant for:
I.Project DSTG Underwater Explosive Test Facility, Nagambie, Victoria (Component 1); and
II.Project DSTG Armour Test Facility, Graytown, Victoria - Integrated Design Services Contract (IDSC-1 2015) (Component 2),
on the basis described in the Tender Documents.
Long Description
The Projects will be designed and delivered concurrently (but as separate "Components") under the following contracts:
I.one Integrated Design Services Contract (IDSC-1 2015); and
II.one Integrated Head Contract (IHC-1 2015) (limited tender under Exemption 17 of the Commonwealth Procurement Rules (CPRs)).
At the time of issuing the Tender Documents, the Services under the Integrated Design Services Contract (IDSC-1 2015) include:
I.in respect of Component 1 - the design and construction of a series of operational and support facilities including control, instrumentation and analysis facilities, amenities and storage, a platform/pier, a boat ramp and an all-weather access road; and
II.in respect of Component 2 - the design and construction of a series of operational and support facilities including a target, firing and instrumentation chamber, control and data analysis room, workshop, preparation and conditioning room, amenities and storage.The design must be certified by the IDSC as a ‘No Danger Area’ (NDA) Facility, (a NDA facility requires no additional danger area beyond the constructed area of the range).
Subject to Delivery Approval being achieved, the Integrated Design Services Consultant (IDSC) will be novated to the Integrated Head Contractor (IHC) at the end of the Design Phase.It is expected that Delivery Approval will be achieved:
III.in respect of Component 1 - following completion of the 30% Concept Design Report; and
IV.in respect of Component 2 - following completion of the 50% Schematic Design Report.
The IHC will be required to fully document the works for construction, including certification of the design by an independent Building Surveyor as complying with the project contracts (including the Briefs).
The IDSC, the IHC and the Estate Maintenance and Operation Support Contractor (EMOS Contractor) will also be required to sign the Integrated Project Team Agreement (IPT Agreement), which:
V.establishes the Integrated Project Team (IPT);
VI.identifies and commits the parties to the Integrated Project Delivery (IPD) Objectives;
VII.sets out the Commonwealth's integration requirements for the IPT throughout the following phases:
a.Design Phase; and
b.Construction Phase; and
VIII.establishes the governance arrangements that will apply to the IPT.
