Request for Proposals for Independent Verifier for the Adelaide Desalination Project

The South Australian Government has announced a $3 billion investment in water infrastructure for the State, including a seawater desalination plant to initially meet up to 25% of Adelaide's water needs.

The Adelaide Desalination Project includes the following elements:

·A desalination plant with an initial capacity of 50 gigalitres per annum based on reverse osmosis technology; and

·Intake and outfall conduits to draw raw seawater into the facility and return approved waste streams to the Gulf St Vincent.

The 50GL per annum plant will incorporate features that will allow the upgrade of the plant to 75GL or 100GL per annum.Such features will include (but are not limited to) plant power supplies and key civil works associated with the seawater intake and outfall conduits, transfer pipeline capacity and pumping station. The Adelaide Desalination Project is to be delivered through a Design, Build, Operate and Maintain (DBOM) procurement process which will include D&C and O&M contracts.

SA Water is seeking an Independent Verifier (either a single organisation or consortium) to be jointly engaged by SA Water and the ADP contractor.

This Request for Proposal has been called to enable SA Water to select a shortlist of qualified organisations or consortium to act as the Independent Verifier for the Adelaide Desalination Project.
