This ATM is for the provision of: Provision of Crown-of-Thorns Starfish Control Program (the COTS Control Program)
The Commonwealth as represented by the Great Barrier Reef Marine Park Authority (the Customer) is seeking tenders for the provision of the services (the Requirement) described in this Commonwealth Approach to Market (ATM).
The Customer is the managing agency responsible for the long-term protection of the Great Barrier Reef Marine Park (Marine Park).
Crown-of-thorns starfish are native to coral reefs in the Indo-Pacific region. On healthy coral reefs, the starfish plays an important role, as it tends to feed on the fastest growing corals such as staghorns and plate corals, allowing slower growing coral species to form colonies. When crown-of-thorns starfish numbers increase to a point where coral predation exceeds coral growth resulting in a nett decline in coral cover — this is termed ‘an outbreak’. Outbreaks pose a significant threat to the health and resilience of the Great Barrier Reef.
The Customer intends to use this process to establish a panel of suppliers to deliver crown-of-thorns starfish control services to protect ecologically and economically important reefs in the Marine Park from crown-of-thorns starfish predation (the Panel).
Successful suppliers will form the Panel and be required to enter into a Deed of Standing Offer with the Customer for the provision of services. Panel members are not guaranteed any particular volume or frequency of services, or any services at all, however Potential Suppliers should be aware that the Customer does intend to offer an initial work order to a panel member starting early 2018.This work order may span a period of up to three years, with the possibility of extension in accordance with the Deed of Standing Offer. Potential Suppliers should indicate in their response their availability and interest to commence services immediately.
In addition to the above, the Customer may also request quotes from panel members throughout the duration of the Deed of Standing Offer to undertake additional short term work where finances permit. These short term work orders may be for less than one year and Potential Suppliers should indicate in their response their ability to fulfil short term work orders for the duration of the Deed of Standing Offer.
In submitting a response, Potential Suppliers are required to comply with all requirements set out in both theCommonwealth Approach to Market Terms, and if successful, agree to enter into a Deed of Standing Offer at Appendix 1 to this ATM.
