Description
The Department of Infrastructure, Local Government and Planning is seeking proposals from Contractors for the supply, delivery, installation and testing, and commissioning of mechanical, electrical and controls
equipment, of a new Sequencing Batching Reactor and the demolition and disposal of existing infrastructure at the Palm Island Sewage Treatment Plant (STP) on Greater Palm Island (or Palm Island).
Process commissioning and process performance testing tis excluded from this Contract. The plant is to be compliant with the provisions of this specification.

It is anticipated that the all works included in the specification (supply; construction; testing; commissioning of mechanical, electrical and controls equipment; demolition and disposal) will be completed by the end of June, 2017.
The proposed upgrade to the Palm Island includes a two (2) train Sequencing Batching Reactor treatment plant. The plant is to be located on the existing STP site.
Key outcomes from this project are a Sewage Treatment Plant that:
1. Safe to operate, and where required, providing appropriate walkways, guards, double isolation, signage and the like;
2. Minimise ongoing maintenance requirements of the plant;
3. Minimise inoperability due to failure of equipment;
4. Reduce overall power requirements of the plant including the use of local solar farm;
5. Have no requirement to enter confined spaces, or hazardous gas areas for any anticipated operations or maintenance activities;
6. Limit any environmental impact, including odour, noise and spillages;
7. Comply with all relevant design standards, licence conditions and legislative requirements, including State and Australian Standards;
8. Be easily serviceable by providing similar equipment from a sole supplier;
9. Have the required redundancy on all equipment to allow the plant to be serviced without loss of treatment;
10. Be able to be monitored remotely;
11. Minimise capital costs by utilising existing civil infrastructure on site;
12. Eliminate any plant by-pass or non-treatment during construction or commissioning;
13. Make safe any unrequired existing facilities during demolition and construction;
14. Minimise operational costs by providing efficient treatment processes; and
15. Ensure the plant meets its asset life by providing quality products made of robust materials.
It shall be the Contractor’s responsibility supply, install and commission all process equipment to meet the performance requirements detailed the Specification.
