Services to develop a 5-year Property Maintenance, Refurbishment and Capital Replacement Planning Report

The Housing Authority (operating within the Department of Housing and Works) (the Customer) is seeking offers for the provision of an evidence-based 5-year property maintenance, refurbishment and capital replacement planning report for property assets supporting the objectives of the Department of Communities (DoC) as described in this Request. The Customer and DoC are working in collaboration on a sustainable and long-term approach to consider if budget submissions may be required to address any potential shortfalls relating to asset management and maintenance services of property assets that support the objectives of DoC and provide services such as: Residential care homes and for children in careOut of home care for children in carePrevention of family and domestic violence Homelessness Disability group homes and facilitiesChildcare, family and community centres As part of the Public Sector Reform (PSR), work is underway to evaluate appropriate control mechanisms for these assets to inform government decision-making on property assets. The expectation is that the 5-year maintenance, refurbishment and capital replacement planning report (that is the subject of this Request) will inform budgetary planning. Specifically, this requirement will involve a desktop review of existing asset information, assessment of available data, condition and compliance analysis, maintenance and refurbishment forecasts, capital investment planning, costing and budget planning (with assumptions to be made across like asset classes and groupings), consultation with key stakeholders and presentations to stakeholders (as required), as well as compiling and drafting a final Report for submission for internal approval.
