Description

Project Overview: The purpose of this project is to design, supply, install, and commission hybrid solar power systems and battery backups, together with an associated maintenance requirement. These systems will provide a reliable and essential power source for depots at multiple locations, while also enabling excess solar power to be fed back into the depot system. Each solar and battery system shall be capable of providing backup power to essential services. The solar systems must function both in grid-connected mode and in solar-charged off-grid mode during power outages to ensure the continuous operation of essential systems – complete with seamless transition (no apparent loss of power) between the two operating modes.

Smaller power systems shall make use of single-phase essential power arrangements where necessary to best align the production of solar power with battery charging and essential power systems support. Final arrangements shall be proposed to suit the existing site operations, proposed system sizes and performance requirements. Essential services at a depot consist of communication racks (indoor and field), access control, depot coordinators office and diesel fuelling system & fuel bay lighting.

To ensure reliability of the Hybrid Solar Systems and Battery Backup, the following must be met:

  • Only premium quality components to be fitted;
  • Inverters (Fronius Symo) must have at least a ten-year warranty;
  • All inverters (Fronius Symo) to be battery ready;
  • All fittings high durability;
  • Panels to be installed on a tilt to allow for self-cleaning; if this is not possible, tilt frames to be included the cost/tender offering;
  • Ability to remotely monitor system output, that is appropriately compatible with current PTA systems;
  • Western Power approval to be obtained;
  • The system is to meet all relevant Western Power, PTA and Australia Standards; and
  • The system is required to be inspected and a written report compiled and submitted to the PTA 12 months after installation.

Under the Services Contract, the Contractor must provide ongoing maintenance and warranty support for all installed solar photovoltaic (PV) and battery systems for a period of ten (10) years from the Date for Practical Completion. The maintenance program must ensure the continued safety, performance, and reliability of the system and its components.
