Introduction

Headquarters Training Command-Army (HQ TC-A), invites responses to a Request for Tender (RFT) for Provision of Language Training courses to the Defence Force School of Languages (DFSL). Part Tenders will be considered as one or more Tenderers may be selected to meet the training requirement.

Description of the Requirement

Appropriately qualified organisations are to provide refresher language courses in fourteen (14) languages to Australian Defence Organisation (ADO) members annually, commencing in April 2009. The members that require refesher training have received previous language training in their respective target language.

Twenty Seven (27) Refresher courses are scheduled to be delivered by Contractors in 2009 commecing from 27 April 2009. The first set of languages will be Farsi/Dari, Filipino, Indonesian and Thai, that need to be delivered concurrently. The selected Tenderers may propose delivery at a location of their own choosing in a capital city in Australia or choose to utilise facilities located at Defence Force School of Languages (DFSL), RAAF Base Laverton, Victoria, Australia.

The preferred suppliers shall deliver refresher training courses to ADO military and civilian personnel in the following languages:

a. Arabic;

b. Mandarin;

c. Farsi/Dari;

d. Filipino;

e. French;

f. Indonesian;

g. Japanese;

h. Khmer;

i. Korean;

j. Malay;

k. Portuguese;

l. Russian;

m. Thai, and

n. Vietnamese.

Requirement

The tenderers shall demonstrate that they hold Registered Training Organisation (RTO) status or equivalent tertiary training organisation qualifications and/or provide, as a minimum, specified personnel who are qualified to deliver language training in their target language.

Period of Contract

Headquarters Training Command-Army, is seeking to arrange a contract for a delivery period of up to three (3) years, from the operational date of 27 April 2009, with a two (2) year extension option, with commercial operators capable of providing the requisite services. The aim of the Commonwealth is to have the contract signed with the preferred tenderer(s) by 23 March 2009.
