Provision of Architectural, Clinical and Engineering Services to the Licensing and Accreditation Regulator Unit - Clinical Consultants Panel Supplement

The Department of Health (DoH), is seeking CLINICAL CONSULTANTS ONLY for the provision of consultancy services to the Licensing and Accreditation Regulatory Unit (LARU).

LARU has an important function regarding licensing and the standards as they relate to safety and quality. The Private Hospitals and Health Services Act 1927 (the Act) requires private hospitals and health services to be licensed; prior to granting a licence, the Director General of the DoH must be satisfied as to the suitability of the:

• licence holder

• buildings/premises

• arrangements for management, staffing and equipment.

In order to determine suitability, LARU assesses health facilities against standards and guidelines established under the Act.

LARU is also responsible for the regulation of WA hospital and health services’ accreditation in line with the National Safety and Quality Health Services (NSQHS) Standards. With respect to licensing, LARU monitors the facilities and responds to any non-compliance with the licensing and/or accreditation standards. It is also involved in the review and planning of new, and the refurbishment of existing, facilities to promote compliance with relevant standards during the architectural and building process. To facilitate these functions, DoH has established a Panel arrangement for the provision of specialist services to LARU. The Panel arrangement was established in February 2020.

The Request seeks to supplement the Panel arrangement with additional specialist consultancy firms/individuals for the Clinical Consultants category.
