Evaluation of the Closure, Assessment and Relocation of Franciscan House Residents - Request for Quote

The Mental Health Commission (MHC) are seeking offers for the services of a suitably qualified and experienced consultant to evaluate the closure, assessment and relocation of Franciscan House residents.

Franciscan House Private Psychiatric Hostel (FH) was a 75 bed licensed private psychiatric hostel that closed on 19 December 2017. Upon notification of the closure, FH had 70 residents. Following notice of the closure, a Hostel Closure Working Group, overseen by an Interagency Executive Committee, was established to plan the relocation of residents to suitable accommodation. Accommodation options included hostel, aged care, family, independent and community supported residential units/supported accommodation.

Prior to relocation a project team was appointed to assess resident requirements and support placement; a Client/Clinical Management Plan and Psychosocial assessment were completed for each resident. Where possible, families of residents were kept informed of the process and were consulted.

The purpose of the evaluation is to review the closure, assessment and relocation of FH residents and use the findings to inform the potential for future closure and divestment of facilities.
