Demand Side Management (DSM) Services

The Perth Market Authority (PMA), a Western Australian Government agency, is responsible for the ownership and management of Market City. The asset, developed in 1989 is situated on 50 hectares of land at Canning Vale, 16km south of the CBD of Perth, Western Australia. Market City plays a critical role in the marketing and distribution of fresh produce in Western Australia. Over $617M (AUD) worth of fresh produce is traded annually through the Central Trading Area (CTA) of the markets.

The PMA have commissioned a DSM compliant, Standby Power Generator to provide backup power in the event of a network outage or supply capacity constraint. It is designed to automatically start in the event of a network outage from Western Power and will accommodate the current maximum load for the majority of the site.

The PMA require a contractual arrangement for electricity demand-side management (DSM) services to receive revenue for being available to reduce electricity consumption on demand. The key terms on which the Authority requires the DSM services to be provided are set out in Schedule 4 – Key Contract Terms.

The term of the proposed contract with the successful Respondent is 1 November 2015 to 1 November 2017.

The Authority invites Respondents to submit their proposed form of contract consistent with the Key Contract Terms for consideration by the Authority in accordance with this Request.
