Risk Assessment of Disused PTA Rail Lines in the South West Region

The Public Transport Authority (PTA) has ownership and management control of a number of disused rail lines in the Southwest region of Western Australia. These disused lines still contain remnant rail infrastructure such as tracks, bridges, culverts, water towers and possibly loading ramps, cranes, station platforms and buildings. The rail infrastructure has not been receiving regular maintenance and is in an unknown state of disrepair.

PTA wishes to conduct a risk assessment on these disused railway lines to assess the condition of the infrastructure and determine any potential risk or liability to PTA and also non-compliance with any state or local authority laws and regulations.

The railway lines subject to the risk assessment are;
Line 71 Premier to Narrogin abt 120 km
Line 72 Bowelling to Wagin abt 25 km
Line 76 Boyup Brook to Katanning abt 202 km
Line 77 RGC to Busselton abt 22 km
Line 78 Wonnerup to Nannup abt 62 km

The total length of railway is approximately 431 kilometres. These lines are shown in red on the attached Railway Network Plan.

The successful consultant will be required to undertake the risk assessment of the disused railway lines and infrastructure. The deliverable will be a report to PTA with a risk assessment of each line and non-compliance with any state or local authority laws and regulations.
