DSR is seeking to engage a Business Case Consultant (Project Manager) to coordinate and manage all work required to produce and deliver a Business Case document. The business case relates to both Part A - WA Rifle Association Relocation Business Case and Part B - Smallbore Rifle Association of WA Business Case.
PART A – WA Rifle Association Relocation Business Case
The West Australian Rifle Association (WARA) administers the sport of full bore target rifle shooting in Western Australia. WARA is affiliated with the National Rifle Association.
WARA currently has access to three rifle ranges across the Perth Metro Area located at the Swanbourne Barracks, Chidlow and Pickering Brook. While the Swanbourne site is effectively the state facility, it does not meet National or International standards. The Department of Defence (DOD) advised WARA that they will not be able to utilise the site after 2012. Neither Chidlow nor the site at Pickering Brook has the capacity to accommodate a National or International full bore rifle range.
Progression of the sport of full bore rifle shooting will be substantially hindered without the availability of unrestricted access to a suitable site able to meet National and International standards.
‘Full Bore Rifle Range Options and Feasibility Study’ conducted in 2004 investigated a number of possible relocation options and identified the Pinjar site to be the only suitable option available in the Perth Metropolitan Region capable of meeting the requirements of a full bore rifle range.
The DOD and Department of Environment and Conservation (DEC) have both agreed that the land available at the Pinjar site would be sufficient to meet safety zoning requirements to accommodate a 1200 meter full bore rifle range to international standard.
PART B – Smallbore Rifle Association of WA Relocation Business Case
The West Australian Smallbore Rifle Association (WASRA) administers the sport of Smallbore Rifle shooting in Western Australia. It assists and promotes its members into National and International Competitions, and provides the avenues and support for those that aspire to Olympic competition.
WASRA currently uses land at the Swanbourne Army Barracks (Harrison Range) and the Police & Citizens Youth Club (PCYC) facilities in Lapsley Road Claremont. The Department of Defence (DOD) advised WASRA that they will not be able to utilise the Harrison Range site after 2012.
The WASRA facilities have been developed and maintained by its members for 45 years. The Harrison Range facility is the only suitable venue in WA for State and National level small bore rifle competitions
