Description

Overall procurement process parliament square, Hobart, is being offered for sale via a three stage transaction process as follows: Interested developer parties may submit a Registration of Interest i.e. this process. Refer conditions of ROI for further details; An assessment of ROI respondents will be undertaken and a shortlist determined based on the responses received against the evaluation criteria. The evaluation criteria are set out in this document; An Expression of Interest will then be issued to shortlisted respondents to the ROI process. It is proposed that the EOI process will include the requirement for initial financial and non financial offers for the site. The non-financial offer will be expected to include initial development concepts: Following an assessment of EOI responses it is proposed that a final tender (Request for Tender) will be undertaken with a refined group of EOI respondents. These respondent(s) will be requested to provide firm tender offers (financial and non-financial), and if further clarification of these offers is required to reach financial and non-financial close this will be undertaken. It is anticipated that the sale process will be completed by early to mid 2009. It is intended that the successful respondent will enter into a Development Agreement with the Department of Treasury and Finance which will ratify all contractual terms and conditions and responsibilities of the contracting parties. Please note that Department of Treasury and Finance reserves the right to impose conditions on dealing with interested parties, or to discontinue or amend the sale process and the conditions attaching to the sale process at any time. Detailed evaluation criteria, site information, terms and conditions of the sale and development process and specific Government requirements will be provided at the Expressions of Interest stage, with final terms and conditions completed during the Request for Tender stage. However, the more detailed information released will be consistent with the broad objectives, process and criteria outlined in this document. The broad requirements (and basis for the evaluation criteria utilised throughout each stage of the tender process) that the successful purchaser will need to satisfy are outlined below: Capability and experience to deliver the proposed development: Ability to undertake a project of this size and complexity, financial backing, previous experience, commitment of resources and capacity to deliver on: Timing of the proposed development and commencement date; Skills to engage and achieve compliance with all key planning authorities, including the Sullivans Cove Waterfront Authority and heritage bodies; and Ability to obtain final development approval. Design and creativity: The overall approach, concept and commitment to deliver the vision and broad Government objectives for the site, including the methodology of managing the Governments office accommodation requirements. Incorporation of innovative aspects to delivering a unique development that is consistent with the existing fabric of the buildings and its surrounds. Financial commitment: including: proposed bid amount for purchase of the site which will be offered freehold; and commitment to community spaces and other non commercial components that are consistent with the Governments vision for the site. Economic benefits: Local linkages delivering the proposed development and positive impact created for the local building and construction industry and the Tasmanian economy. Conditions and risk: The conditions/limitations of the development proposal and the extent of compliance with the Governments terms and conditions. The Government may include other evaluation criteria after the Registration of Interest stage. Final evaluation criteria and appropriate rating for each of the criteria will be provided in the Expression of Interest documentation.
