Independent Hospital Pricing Authority Secure Data Management System 2021

The Independent Hospital Pricing Authority (IHPA) requires a Secure Data Management System. IHPA requires this system to allow data ingress, transformation and manipulation, and analysis by IHPA using a range of analytical tools.

The Independent Hospital Pricing Authority is responsible for determining the National Efficient Price and the National Efficient Cost. These are key inputs to the federal funding levels of public hospitals. These determinations involve receiving, processing, storing and analysing sensitive data that must be handled within a secure environment. To ensure that this data remains secure IHPA requires a Secure Data Management System (SDMS).

This will be an vendor-supplied and/or vendor-managed off-premises system that complies with the Australian Signals Directorate's (ASD's) Information Security Manual (ISM) Top 35 controls, with strong governance to ensure that the security of data and trust in IHPA is maintained.

The SDMS will provide for remote access for: IHPA staff and other stakeholders to perform analysis on sensitive data; automated tools for data submission and processing by IHPA's stakeholders; and robust infrastructure and system design to ensure the system provides the level of business support required by IHPA.

The system will enable IHPA to conceive of, build and deploy its own solutions. The vendor will provide ongoing, proactive support for the system throughout the contract.

The vendor will support IHPA as it builds its capabilities. The vendor will come to understand IHPA's strategic goals and its business, and support IHPA through accountable personnel.

There may exist future opportunities under this contract for additional work (projects) under this contract.
