Description
The ABF is seeking to engage services that provide capacity and simulation modelling, specifically for border operations at Australian international airports, including the new Western Sydney International (WSI) airport, which is scheduled for completion late 2026.
The purpose of these services is to assess the impact of business process changes to the layout and facilities required at international airports. It also includes the impact of the business changes to traveller flow, ABF operations and required ABF staff resources.
The service requirements for this request include:
Modelling the various impacts of business process changes to traveller processing and workflows for border operations.
Modelling the various impacts of business process changes to air cargo processing and workflows for border operations.
Advising on impacts of business process changes to workforce planning, i.e. ABF staff volumes, logistics, physical layout of work environments, health and safety, etc.
Support ABF project deliverables through simulation activities to enable evidence-based outputs for decision making.
Identify capacity and scenario based risks from modelling activities and advise on possible mitigation strategies.
Advise on ability for border operations to support future and forecast growth in traveller and air cargo volumes.
Undertake capacity and simulation modelling in relation to resourcing (staff and equipment) with the introduction of enhanced technologies, and changes to layouts of working environments at updated or new facilities within airport precincts.
