Request for Tender for the provision of Economic Analysis and Evaluations Expert Panel Services

(a) The task is to be part of an expert advisory panel which will provide consultancy services to the Department when required.

(b) The type of consultancy services that will be required may include, but are not limited to:
(i) conducting analysis of data using recognised economic, econometric or statistical tools;
(ii) undertaking evaluations of programs and policies to determine their appropriateness, efficiency and effectiveness;
(iii) analysing economy-wide economic modelling using computable general equilibrium (CGE) modelling to examine national and international policy issues;
(iv) economics forecasting at the national, industry and state levels;
(v) expert economic advice and analytical support;
(vi) estimating the social, health and environmental costs and benefits of activities and policy options;
(vii) assisting in identifying industry best practice;
(viii) providing context and background information on particular industry sectors;
(ix) identifying international comparisons and relevant data sources;
(x) participating in expert steering committees discussing specific industry or program issues;
(xi) providing expert comment on draft evaluation reports;
(xii) providing technical advice; and
(xiii) providing advice, assistance and inputs to the Department as required.

(c) Panel members are expected to be highly experienced in one or more of the following disciplines:
(i) Industry policy;
(ii) Innovation policy;
(iii) Science policy;
(iv) Research policy;
(v) Economic analysis modelling and forecasting;
(vi) Econometric analysis;
(vii) Financial analysis;
(viii) Cost benefit analysis;
(ix) Statistical and data analysis;
(x) Program delivery; and
(xi) Undertaking evaluations of programs and policy.

(d) The Department’s requirements are set out in more detail in Schedule 1.

(e) Any Deed of Standing Offer entered into as a result of this RFT will be based on the Draft Form of Deed of Standing Offer. However, the Department may vary the terms and conditions (see clause 26(a)).
