eCensus Envelope Printing for the 2011 Census

For the 2011 Census every householder will be offered the option to complete their Census return via the internet. For security and confidentiality of personal information, each householder will be supplied with an Electronic Census Number (ECN) which will be used with their Census Form Number to enable them to complete an online form.

The ECN will be a secured number enclosed in a pressure sealed envelope referred to as an "eCensus Envelope", which will be distributed by Census collectors along with Census forms and guides.

The ECN will be a 12 digit numeric code which will be supplied to the successful vendor either electronically or on disc in an encrypted code. It is for these reasons ABS will require from each tenderer, as part of their tender response, a detailed security plan, including printing procedures as well as security measures in place for all printing sites.

The printing and production of the eCensus envelopes must be completed in time for the packing and distribution of materials to Census Field staff. The successful contractor will need to work closely with the project manager for the packing and distribution operation (non-ABS) and with the ABS to ensure that timetables are met.

There will be two eCensus envelopes required as part of this contract.
(a) Household eCensus Envelope
(b) Personal eCensus Envelope

ABS officers will need access to the printing site on a regular basis prior to and during all production runs. As part of the tender evaluation the ABS Project Manager and Security consultant may be required to undertake a security check of the site used to print, produce and store the printed items.
