Description

The purpose of this Invitation to Offer (ITO) is to invite offers to the State of Queensland acting through the Department of Transport & Main Roads (TMR) from suitably qualified suppliers for the provision of an end to end Managed Service for the state-wide operational components of the Taxi Subsidy Scheme (TSS), to enable the Department to manage the ongoing requirements that TMR has for the Taxi Subsidy Scheme.

Scope
This ITO is open to suppliers of a fully Managed Service who can reasonably expect:
(a) To meet the mandatory requirements set out in section 10 of this ITO, in summary:
(i) Must be GITC Accredited at time of entering the Customer Contract;
(ii) Must be a prime contractor;
(iii) Must not be a Part offer; and
(iv) Must permit and include the Queensland Government logo on TSS Member Smartcards;
(b) To meet the functional and technical specifications;
(c) To meet and provide ongoing requirements of a Managed Service within the required Service Levels for the expected term of the GITC Customer Contract; and
(d) To provide additional services including transition-in (including transition from the current TSS Managed Service provider to the new provider), consulting, training, disengagement and contract management services.

TMR expects that the solution will be 100% hosted and provided by the successful supplier using their own infrastructure and software to provide a fully Managed Service.

The scope of the TSS Managed Service includes provision of:
(a) The following high level functionality:
(i) Production and distribution of Smartcards for TSS Members;
(ii) Information exchange with the Customer’s systems and TSS Member Smartcard production supplier for Smartcard related data;
(iii) Ensuring that taxi driver Driver Authorisation (DA) is validated before the taxi driver can access the system;
(iv) TSS memberships are validated before recording Trip details;
(v) Collection of TSS Member Trip Details from In-Taxi Systems (including Smartcard and taxi meter), paper voucher processing or other method provided by the Offerer;
(vi) Backup method of capturing Trip Details in the event of system unavailability;
(vii) Processing of manual vouchers from members of other state taxi subsidy schemes;
(viii) Processing of manual vouchers used by Queensland TSS Members when interstate; and
(ix) Transfer of TSS Member and TSS related Trip Data back to the Customer;
(b) Ability to support TSS Member Smartcard with photographic identification;
(c) Training material to enable Taxi Companies and accredited training providers to train Taxi Drivers;
(d) The following technical aspects and constraints:
(i) The Offerer is responsible for the acquisition, installation and interfacing of any hardware required to deliver services for the Taxi Subsidy Scheme;
(ii) Security and privacy requirements relating to personal information of scheme members including the non-collection of any other information (e.g. related to Taxi Driver income, Taxi service performance);
(iii) Application architecture security;
(iv) Technical standards;
(v) File transfer requirements;
(vi) Smartcard specification requirements;
(vii) In-Taxi System hardware requirements; and
(viii) Backup and recovery; and
(e) The following Additional Services:
(i) Transition-In Services;
(ii) Data Transfer Services;
(iii) Validation Services;
(iv) Fault management Services;
(v) Training Services;
(vi) Reporting Services;
(vii) Billing Services;
(viii) Service Level Management; and
(ix) Transition-Out Services.
