Description

The National Offshore Petroleum Safety and Environment Management Authority (NOPSEMA) has commenced a Digital Transformation Program to improve the efficiencies of regulatory activities. Delivering an improved regulatory experience will require close collaboration and governance between the offshore energy registrars and regulatory bodies. These include the National Offshore Petroleum Titles Administrator (NOPTA) and the Offshore Infrastructure Registrar(established as part of NOPTA) and the Offshore Infrastructure Regulator('OIR') (established as part of NOPSEMA).

Key Components:

The key components of the digital capabilities include:

  1. Provision of a modernised Regulatory Interaction and Experience Platform ('RIEP') to replace the existing Regulatory Management System ('RMS'), formerly known as the Regulatory Analysis, Decision-making and Risk System ('RADARS'), which has become inefficient to improve and maintain and is built on a deprecated code base.
  2. Improved investigation capabilities, including evidence capture in the field.
  3. An Integrated Portal with NOPTA and OIR including Industry Experience and Industry Identity for a single landing point for industry to interact through a common user experience. The portal should include the capability to filter a duty holders' specific obligations against assets.
  4. Portal should provide the capability for NOPSEMA to seek public consultation and receive public submissions within the solution.
  5. Online submissions to enable the digitisation of submissions to NOPSEMA and enable business to track the status of regulatory processes and decisions. Where unstructured documents form part of the submission, digital document interpretation, analysis and identification of key data is required.
  6. Integrated data and data management platform (Data and Analytics) to provide a means to query, analyse and report from data in the system and available through connections to data from other sources. Explore ways to dynamically exchange data with the registrars and regulators.
  7. Improved inspection and compliance monitoring capabilities, including offline/field workforce capability is included.
  8. System and Data Integration and Records Management to ensure the integration of digital systems that currently exist, are under development, and that will be implemented because of this Program. The Program will need to consider how the software manages records to the standards required of Australian Government agencies, whether natively or through 3rd party software, and whether existing tools, targeted both internally and at the wider community, remain fit for purpose.
  9. Change Management through close engagement with the wider business.
  10. Development and implementation of a robust Implementation plan and ongoing Support and Operational model.
