Description
This EOI has been developed in order to ascertain the interest in, and canvass the range of possibilities relating to Provision of a mobile Needle and Syringe Exchange Program (NSEP) for the Outer Metropolitan locations. This service will provide a mobile NSEP to suburbs that may include Armadale, Forrestfield, Mandurah, Midland, Rockingham, and Joondalup.
Output Deliverables will include but may not be limited to the following
1. Operation of a mobile needle and syringe exchange and disposal service to outer metropolitan Perth locations.
2. Provision of education and information to NSEP clients on relevant health issues including but not limited to:
• Harm reduction
• BBV transmission
• Safe disposal of used injecting equipment
• Heroin overdose
• Safer injecting practices.
3. Provision of a referral and referral information service for counselling, testing, drug treatment, health and welfare services (to be provided on client request).
4. Participation in the annual National NSP Survey (conducted by the National Centre in HIV Epidemiology and Clinical Research).
5. Collaboration and partnership with other agencies, community groups and individuals to create sustainable environments that support and reflect better health outcomes for PWIDs.
6. Provision of training and support to volunteers working on the needle and syringe exchange service.
7. Participation in any additional training to identified agencies or individuals as required.
The period of service provision will be between 1st October 2009 and 30th June 2012.
