INTEGRATED TRANSPORT STRATGEY and DEVELOPMENT PLAN REVIEW ACTION PLAN PROJECTS for 2004

Continuing with the major program of implementation of the Integrated Transport Strategy and reforms from the Development Plan Review 2003 another series of projects are to be pursued.

These latest proposed projects build on the strategic studies commenced in 2003 and now nearly completed viz:

  • Residential Strategy with a Focus on Defining Regeneration Areas;
  • Identity Theme Concepts for Unley’s Main Corridors;
  • Local Corridors: Determination of Priorities for Action for Local Accessibility and Local Networks;

The proposed projects are required to complete other facets of research and to drill down in further detail in critical areas of importance for both the UITS strategy and the formulation of the Residential and Corridor PARs during the 2004/05 year.

It will be expected that respective consultant groups will need to work collaboratively to coordinate project outcomes given the studies inter-related nature.

One tender has recently been released and five more are now proposed, as outlined below:

  • Residential Urban Morphology Study: Residential Character Definition and Heritage Preliminary Survey. Fundamental basis to character based rezoning and improved design policy for residential areas and PAR;
  • Unley Corridor and Centres Study: Main Corridors and Centres Function, Character and Urban Design Review and Enhanced Policy Delineation. Fundamental basis to rezoning, incorporating residential accommodation and urban design policy to facilitate PAR;
  • Unley ‘Villages’ Parking and Accessibility Study: Main Corridors and Centres Parking Management and Accessibility Improvements. Critical to address car parking and general accessibility in centres and complement above corridor character study and research for PAR;
  • Pedestrian and Cycling Plan. Completes non-vehicle accessibility and network across City and to focal centres to foster local and alternative modes of movement underpinning the ‘village’ concept;
  • Local Area Residential Traffic Management Definition and Prioritisation. Completes prioritisation of traffic precincts that together with local corridors and network priorities will allow establishment of strategic and logical program for planning and implementing physical works;
  • Integrated Corridor Management Plan (ICMP) – George/Duthy Street. First ‘pilot’ corridor management plan project to test and experience master planning process and stakeholder liaison (traders and state agencies). As a relatively simpler corridor, and one fully controlled by Council, the project should provide a good guide for following larger corridor projects plus allow for a good range of solutions/options to be explored and early implementation to ‘showcase’ concepts.

This range of projects will complete a sound basis of investigations to begin undertaking detailed planning for physical works on high priority parts of the transport network, viz traffic management works and/or streetscape improvements, and to prepare and introduce new improved development policy in the Development Plan, viz PARs, commencing from early in the 2004/2005 financial year.
