Description

The Network Delivery Branch of the PTA is seeking to engage a Low Voltage (LV) Electrical Project Engineer to review design and construction documents and provide technical input during the design, construction and commissioning stages of the following projects: Low Voltage Critical Supplies (LVCS) ProjectPublic Transport Centre (PTC) Electrical Supply UpgradePTC Lift ReplacementToodyay Pedestrian CrossingDaglish Turnback Facility ImprovementsNowergup Depot Railcar Modification Shed (NDRMS) The Panel Member/Contractor will be required to provide electrical engineering personnel to act as Project Engineer (PE) for the projects listed above. The LV Electrical Project Engineer will review design and construction documents and provide technical input during the design and construction stages to ensure assets comply with Australian and PTA Standards, including the PTA Engineering Management for Projects (EM4P) Procedure and Project Requirements Specifications. The PTA role description for the LV Electrical Project Engineer, within the Facilities and Infrastructure discipline, is as follows: All elements of designing and delivering Low Voltage Electrical infrastructure, including: Lighting; Power supply; Reticulation of Low Voltage power arrangement. The PTA seeks the services of appropriately experienced and qualified personnel to undertake the following Scope of Services: Study and understand project documents and relevant Standards, Specifications and applicable Statutory requirementsRepresent PTA Project Delivery within the ProjectReview and compile information pertinent to the Project for inclusion in the pre-construction information, identify gaps and recommend relevant design requirementsReview the competency of the Supplier's Responsible Engineer (SRE)Undertake site inspections for compliance with the design and construction Code of Practice (CoP)Review, assess and comment on the design deliverable matrixReview, assess and comment on design submissions, including design plans, specifications, drawings and other documents at each stage of the design (15%, 85%,100% and IFC design) using Deliverables Review Comment Tracker, as outlined in the PTA Deliverables Review ProcedureReview and accept designer responses to commentsReview supplier's project plans (Design Management Plan, Engineering Management Plan, Construction Management Plan etc.)Attend and contribute to Safety in Design (SiD) workshopsAttend and contribute to Interdisciplinary Review (IDR) meetingsReview and assess quality assurance documents, including Inspection and Test Plans (ITPs)Witness inspection and testing by the Contractor, comment and sign off relevant ITPsAttend site visits and project meetings as required to support the Project's technical and progress requirementsReview and comment on design changes (deviations, departures and product approvals) and Field Change Requests (FCR)Review documentation to support Entry into Service (EIS) in compliance with EM4PSign relevant Entry into Service FormsReview other documents as required to support the architectural scope of works within the ProjectReview the Contractor's material proposalsReview and comment on the Contractor's shop drawings and fabrication detailsReview construction methodology and controls in place to prevent impact on existing services and operationsRespond to requests for information (RFIs) as delegated by the Coordinating Project Engineer (CPE) or the Project Manager (PM)Undertake ad-hoc compliance checks on the design submissionsProvide comments and closeout comments on Operation and Maintenance (O&M) ManualsUndertake defects/non-conformance inspections and compile/review defects listsReview and comment on redline mark-up plans and as-constructed drawingsReview and comment on Manufacturer's Data Report (MDR) documentationAssist in defining the engineering controls to support the safety assurance strategyLead the Management of Engineering Change (MoEC) process for their area of competence for the ProjectUndertake post-construction validation that as-constructed drawings are a true reflection of what is builtUndertake similar tasks within the Consultant's skillset as directed by the CPE or the PM.Liaise with Supplier's Responsible Engineer and Independent Safety Assessor to prepare Safety Case where required.
