Changes to the QBS Process
Clause 7.1.2.1 of the Manual for Consultants for Engineering Projects (CFEP) details the QBS assessment process. It calls for the opening of only one pricing envelope (Envelope 2) of the preferred offeror followed by negotiations with the preferred consultant.
Under this contract, price envelopes of the two top offerors may be opened. Details of the changes in the offer assessment process are outlined as below:
• Step 1 – Using the non-financial criteria, the two top offerors will be determined

• Step 2 – If the difference between the weighted total score of the two top offerers is within the 5% range, then price envelope of both offerors will be opened and subsequently compared. Negotiations will commence with the lower priced offeror.
If the weighted total score of the top two offerors is not closer than 5%, then the offeror with the higher score becomes the preferred offeror and only one price envelope will be opened (as detailed in Clause 7.1.2.1) and negotiations will commence.
Should an agreement is not reached with the preferred offeror, then negotiations can be commenced with the second ranked offeror.
