Description
The Western Australian Department of Health’s Sexual Health and Blood-borne Virus Program (SHBBVP) directs and coordinates the prevention and control of HIV/AIDS, sexually transmitted infections (STIs) and blood-borne viruses (BBVs) in Western Australia (WA).
The SHBBVP purchases services from non-government organisations and population health units to conduct sexual health promotion; and STI and BBV prevention programs for the general community and for high-risk groups.
As part of a comprehensive approach to:
• reduce the incidence and transmission of STIs, HIV, hepatitis C and other BBVs and;
• minimise the personal and social impact of STIs, HIV, hepatitis C and other BBVs
The SHBBVP coordinates the state-wide Needle and Syringe Program (NSP), which provides sterile injecting equipment to people who inject drugs. Injecting drug use is a major risk factor for BBVs including hepatitis C, hepatitis B and HIV. In Australia, ninety percent of new cases of hepatitis C are related to sharing of injecting equipment. Therefore, needle and syringe programs are considered an effective harm reduction strategy to reduce the transmission of BBVs among injecting drug users and protect the wider community.
This request seeks the services of an incorporated, not for profit community service organisation to deliver enhanced NSP services in and around Port Hedland in Western Australia for people who inject drugs. This will include:
• Providing sterile needles and syringes for people who inject drugs.
• Providing education sessions and/or brief intervention counselling on blood-borne virus transmission, alternative routes of drug administration, overdose, safe disposal, safer injecting and other relevant issues.
• Developing and distributing relevant educational and information resources to people who inject drugs.
• Providing referrals to treatment or counselling services for people who inject drugs.
