C8909 - Fort Direction: Explosive Storage Upgrade (Design Services Consultant)

Provide Design Consultancy services including all required Sub-consultancies for the design of explosive ordinance warehouses and associated civil, services and security works at Fort Direction Tasmania.

The design consultant (including sub-consultants) will be required to provide, but not limited to, the following disciplines:

Structural/Civil Engineers;

Building Services Engineers (incl fire);

Landscape;

Building Surveyor;

ESD/ WOL ;

Security (Department of Defence approved);

Feature and Cadastral Survey;

Geotechnical investigation including contaminated soil testing ;

Cost planning of capital and NPOC costs;

Architectural;

Blast and Explosive Ordinance; and Other specialist consultants as required.

The design consultant will be required to engage and manage the following sub consultants as provisional sum works:

Geotechnical investigation including contaminated soil testing ; and Hazardous materials.

The Design Consultant will be required to undertake the following general services:

Assist in the preparation of an options assessment report with the purpose of confirming the preferred EO storage location in Tasmania;

Prepare the Functional Design Brief including, assessment of EO requirements;

Identify facilities options to meet the EO storage requirements;

Consultation with stakeholders;

Undertake an assessment sitting options;

Participate in Value Management and Risk Management Reviews;

Undertake Detailed Design and Documentation;

Prepare detailed cost plans;

Prepare detailed design reports;

Prepare design drawings and specifications suitable for tendering and construction project including the development of staging plans to deliver the works whilst the facilities remain operational;

Provide input into the EO licensing and Public risk waiver;

Design Consultant will require restricted clearance; and

Provide support for the preparation of a Detailed Business Case.
