EIA banning importation and use of asbestos in Lao PDR
Details
Description
This Approach to Market (ATM) is for the provision of an Economic Impact Assessment (EIA) of banning importation and use of Asbestos fibre and Asbestos Containing Materials (ACMs) in Lao PDR.
The EIA will provide an evidence base that would support the Government of Lao PDR to make an informed decision about ending the production and use of asbestos in Lao PDR. The purpose of the EIA is to:
- Provide a comprehensive understanding of the importation, manufacture and use of asbestos and asbestos-containing materials (ACMs), including types of ACMs commonly used, their substitutes, and the sectors affected.
- Assess and estimate the impacts of banning asbestos and ACMs in Lao PDR, focusing on both short-term and long-term effects.
- Identify economic sectors and stakeholders significantly affected by a ban.
- Evaluate potential economic benefits from reduced healthcare and other costs and improved public health outcomes.
- Provide policy recommendations for the implementation, regulatory reforms, investment and capacity-building.
