Organisational Structure and Resourcing Review

The Office of the Health Ombudsman is seeking Proposals for an Organisational Structure and Resourcing Review.

The purpose of this review is to assess the current organisational structure and resource allocation within OHO. The review aims to identify areas of improvement and efficiency, ensuring that the OHO’s structure aligns with its strategic goals, enhances decision-making processes, and optimises resource allocation.

The specific objectives of the review are as follows:

1. Evaluate the existing organisational structure, including reporting lines, functions, and communication channels.
2. Undertake an assessment of effort and productivity on key functions of the business to current operational benchmarks and provide desktop comparison to similar Australian statutory bodies/health complaint entities.
3. Undertake comparison of positions/levels across the OHO and compare to similar regulatory bodies.
4. Undertake business process mapping for decision making processes within and between Divisions.
5. Identify efficiencies that could be obtained through structural and/or process changes and estimate benefits arising.
6. Assess the appropriateness of the current establishment (including roles, levels and stream) and responsibilities, identifying overlaps, gaps and whether the staffing mix is fit for purpose.
7. Identify the need for change in technical support resulting from proposed human resource changes. (Note: this review is not inclusive of current ICT investments, but identification of improvements in ICT services/systems are expected to be identified).
8. Recommend suggested efficiency/effectiveness enhancements to organisational human resource allocation.
9. Link proposed changes and recommendations to OHO Strategic Plan 2023-2027 and Service Delivery Statements measures and metrics.
