Description
The Department of Transport and Main Roads (TMR) has awarded a contract to a third-party provider (Project Co), for the procurement and maintenance management of 75 new six-car units. These new units are known as the New Generation Rolling-stock (NGR).
This new fleet is required to allow for the progressive replacement of the existing fleet and to cater for the increase in demand for passenger services in South East Queensland, which stems from the rapid population growth in this area. Queensland Rail will operate these new units as the delegated Operator for the State.
While existing business systems in Queensland Rail are being used to manage the rail operations of the network, these systems will not be sufficient or efficient enough for the administration of the commercial performance-based contract which is to be introduced with the deployment of the NGR fleet (Operation Contract).
Queensland Rail will therefore require well-defined and streamlined systems and processes to enable it to record and report NGR information in a timely and accurate manner, operate and manage rail operations whilst satisfying the requirements of the Operation Contract, and integrate with Queensland Rail, TMR and Project Co business systems.
As a result, Queensland Rail have commenced a Queensland Rail NGR Operational Readiness Program delivering systems for Queensland Rail. Within this program, an NGR Queensland Rail Systems Project will deliver a suite of systems solutions (new and enhanced) to meet the needs of Queensland Rail in the post-NGR environment. These systems have been divided into three domains namely:
- Train Operations (Queensland Rail);
- Contract Performance (Queensland Rail); and
- Contract Management (TMR).
Across these domains, sixteen (16) solutions have been identified by previous analysis for systems and processes to be upgraded or implemented to ensure Queensland Rail responds to, and meets, its operational and contractual requirements under the NGR Interface Deed in each impacted business area.
One of these is the Integrated Train Operations Solution (ITOPS), a core component within the Train Operations domain. The purpose of this RFT is to allow Tenderers to propose their systems and capability to supply the ITOPS component of the Train Operations business systems, and in particular enter a Contract to undertake the Initial Analysis and Design.
