High-Capacity Signalling - Coordination and Integration Services

The Public Transport Authority (PTA) is undertaking a High-Capacity Signalling (HCS) Project to replace the existing Transperth rail network signalling system with a state-of-the-art radio-based in-cab system. The new Automatic Train Control (ATC) system will allow increased service frequencies to meet the rail demand forecasted under long-term transport planning. The PTA will deliver the HCS Project under an Alliance contract model and is currently in the late stages of the associated procurement process; having nominated a Preferred Proponent, the PTA is finalising details of the Project Alliance Agreement (PAA) and the Maintenance Support and Supply Agreement (MSSA).

The PTA, therefore, is seeking suitably skilled, qualified and experienced engineering personnel ("the Consultancy") to provide Coordination and Integration Services to the HCS Project team within the PTA Project Delivery (PPD) Division. The Consultancy will be expected to have performed similar roles on complex signalling system projects and have a demonstrated ability in successful planning, design and delivery of major complex signalling system projects for public transport organisations.

Under the direction of the PTA's HCS Project Director, the Consultancy shall provide leadership, advice and support services to perform activities related to the coordination of the PTA engineering activities, and the integration of the HCS system into the PTA's operational and maintenance environment, including planning, engineering, stakeholder engagement and assurance activities associated with the Project Management Engineering Team's (PMET's) deliverables. The Consultancy will be expected to support and take the lead on initiatives as delegated by the PTA's HCS Project Director to ensure successful implementation of the HCS Project.
