The works are summarised as follows:

Project title: A8970 Puckapunyal Military Area and Mangalore: Explosive Ordnance Facilities, Victoria

Location of project: Mangalore Explosive Ordnance (EO) Depot and Puckapunyal Training Area, VIC

Project background and requirements

The project requires the design and construction of two (2) Earth Covered Buildings (ECBs) at the Mangalore EO Depot and up to five (5) Ammunition Transfer Points (ATPs) at the Puckapunyal Training Area.

This ATM involves the appointment of a Design Services Consultant (DSC) to undertake detailed design of the required buildings to support construction using a Defence Head Contract (HC) Construct Only methodology.

The DSC shall be required to fully document the works for construction including certification of the design by an independent Building Surveyor as complying with the project Brief.

The total project value is expected to be in the range of $7,000,000 -$8,000,000. The project is funded by the Government’s Enhanced Land Force initiative.

The DSC shall also be required to complete certain feasibility level design and site selection activities to support the potential delivery of an additional two (2) ECBs and new Working Accommodation at the Mangalore EO Depot to be funded by another Defence infrastructure and facilities project.

The ECBs shall be capable of storing 360 standard Defence EO pallets on a 120 EO pallet foot-print and complying with all design requirements outlined in the Brief.

The ATPs shall be of simple roof over reinforced concrete slab to allow for the delivery, preparation, issue and receipt of between 14 and 28 standard Defence EO pallets in a field training setting directly from Defence’s EO services contractor and to the Army’s fleet of Armoured and General Service fleet of vehicles.

The DSC shall complete detailed design development through Defence Estate Quality Management System standard process and milestones described in the Brief.

The project Issue for Construction 100% completed design shall be available in sufficient time to allow appointment of the project Head Contractor in August 2015.
