BACKGROUND
The purpose of the RFO is to invite Offers to the State of Queensland acting through the Department of Transport and Main Roads (the “Customer”) from suitably qualified suppliers for the provision of one or more components of Hardware, Hardware Maintenance Services and Telecommunications Services. The Customer’s overall requirements are addressed in three (3) components that is, Fixed Voice Services, Data Services, and Mobile Services (“Components”).
SCOPE
This RFO is open to suppliers of Telecommunications Services who can reasonably expect to:
(a) Meet the functional and technical specifications;
(b) Provide operational management Services (including maintenance services) within the required Service Levels throughout the state of Queensland for the expected term of the GITC Customer Contract; and
(c) Provide additional services including transition, consulting, training, disengagement and contract management services;
for any one or more Component.
An overview of the scope for each Component follows:
Scope of the Fixed Voice Services Component
The scope of the Fixed Voice Services Component includes the provision of the following services as well as associated management and supplementary services:
(a) Telephony Extension Services
(b) Telephony Terminals and Equipment;
(c) Non-System Carrier Services;
(d) Inbound Services (including NIVR, Auto Attendant and ACD Services);
(e) Value Added Services (including Volume Fax Services, Audio and Web Conference Services);
(f) Additional equipment and VoIP management tools (including LAN Switches and UPS Equipment); and
(g) Future Services (including UC Integration Services, Additional VoIP Terminals).
To be provided by the Customer for the Fixed Voice Services component and therefore out of scope is:
(a) Those Non-System Carrier Services (NSCS) that are not facsimile, modem or voice End User Services such as:
(i) Console modem services (remote data management services);
(ii) Security systems supplied by security providers;
(iii) Fire alarm system services supplied by fire services providers;
(iv) PAPL services; and,
(v) Customer telemetry services;
(b) Video conference equipment;
(c) LAN management services;
(d) Customer premises structured cabling;
(e) Facsimile machines and modems;
(f) Pagers and paging services; and
(g) Internal billing management services.
Scope of the Data Services Component
The scope of the Data Services Component includes the provision of the following services as well as associated management and supplementary services:
(a) WAN Telecommunication Services;
(b) WAN Terminating Units; and
(c) Non-System Carrier Services.
To be provided by the Customer for the Data Services Component and therefore out of scope is:
(a) MAN Services;
(b) LAN Services;
(c) Telemetry Services; and
(d) Security gateways.
Scope of the Mobile Services Component
The scope of the Mobile Services Component includes the provision of the following services as well as associated management and supplementary services:
(a) Mobile Voice Services;
(b) Satellite Voice Services;
(c) Mobile Data Services;
(d) Value Added Services; and
(e) Future Services (including Fixed to Mobile convergence and UC Integration Services).
To be provided by the Customer for the Mobile Service component and therefore out of scope RFO is:
(a) ITS Telemetry services;
(b) Blackberry enterprise servers; and
(c) VSAT Satellite services.
OBJECTIVES
Key overall business objectives of this initiative for the Customer include:
(a) Securing the provision of all or each component of Telecommunications Services which negates the Customer’s need to make upfront and outright capital expenditure purchases for supporting infrastructure;
(b) Transition from the Customer’s existing telecommunications service infrastructure to infrastructure which will enable DTMR to support Unified Communications at the end three (3) years;
(c) Centralise the voice infrastructure to allow DTMR to manage service delivery similar to other corporate applications;
(d) Support convergence of the Data and Voice networks and address the current and future DTMR data requirements utilising flexible and scalable Data Services.
(e) Leverage IP networks as a strategic platform for delivery of integrated applications;
(f) Enable DTMR to increase staff mobility by utilising comprehensive Mobile Service coverage and high speed mobile data bandwidth capability; and
(g) Reduce the overall Price of Telecommunications Services and use savings to fund future Unified Communications initiatives.
