In 2009 the former Department of Education and Training was split into two new agencies. The two new agencies were DTWD and the Department of Education (DoE). Although the two new agencies have been in operation for almost two years, some systems continue to be shared by the two agencies and/or hosted by one and used by the other. The two agencies are now at the stage that they will remove any unnecessary dependencies between the two agencies in terms of electronic systems. To do this, the two agencies have identified and confirmed each system that is affected by the separation process and are now at the stage where they require the development of a Technical Plan to transition system ownership and support to the relevant agency.

DTWD and DoE have already agreed on the 'system owner' of each system so the successful Respondent will be provided with that information on commencement. There are approximately 10 systems that must be transitioned. The systems range from .Net applications through to Oracle based applications. .Net and Oracle expertise and knowledge of the existing systems will be available to assist.

DTWD require the services of a Respondent for the design of a Technical Plan that will be used to execute the technical transition. The Respondent will be required to work with representatives from DoE as well as DTWD. Notwithstanding, the Respondent will report to DTWD.

The two agencies are planning towards the completion of the separation process by the end of 2011, with the majority of the work completed during September/October 2011.

It is anticipated that the respondent will be required for approximately 20 hours per week.
