• Transaction management for a Digital – Telecommunications package spanning Expression of Interest (EOI), Request for Proposal (RFP) and negotiation phases. • Cost estimation for the fit out of a communications centre, delivery of a fibre in pre-provisioned pit and pipe network, and the supply, operation and management of Multi-Function Poles • Revenue projections for communications centre, fibre network and MFPs, with financial modelling illustrating payback. • Commercial models and options in support of the Digital – Telecommunications package involving the WPCA, Liverpool Council and the private sector. • Quantitative and qualitative assessment of the benefits of the Digital – Telecommunications package over BAU. • Support for the evaluation of EOI response and subject to the outcome of Stage 1, of RFP responses, and subject to the outcome of Stage 2, support in negotiating and finalising a contract with the successful proponent. • Risk analysis of the project and documentation of potential mitigants, including timing risks associated with asset handover requirements and project interfaces with the broader development of Bradfield • Expert commercial and technical advice on telecommunications infrastructure (network and assets) Expert commercial and technical advice on telecommunications service arrangements
